Financial Impact and Cost/Benefit Considerations: Expenditure of Cooperative funds is not anticipated to be impacted; expenditures of staff time is not anticipated to be impacted.

Recommended removal of the Facilities Rental Rider allows the Cooperative to limit expenditure of funds for non-standard equipment for non-residential Members.

 

Discussion

The Facilities Rental Rider (“Rider”) was introduced in the PEC Tariff and Business Rules (the “Tariff”) in 2011 as a means to support non-residential Member requests for non-standard equipment. To date, eight (8) members have active agreements with PEC for non-standard equipment which requires payment over an extended timeframe for this equipment.

 

Removal of the Rider from the Tariff would align with the Rate Policy and limit the use of Cooperative funds for non-residential Members connecting with non-standard equipment to the PEC delivery system. In addition, standard delivery and non-standard delivery services are to be defined in the Tariff, and management of non-standard equipment will be standardized across the Cooperative through Operations and Engineering departments.

 

Tariff amendments and effective dates:

                     Deleted Section - Facilities Rental Rider, 500.3.5 - effective April 1, 2021

                     New Section - Standard Delivery Service and Facilities, 400.10 - effective April 1, 2021

                     New Section - Non-Standard Delivery Service and Facilities, 400.11 - effective April 1, 2021

BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE COOPERATIVE that the Cooperative approves the amendments to the Tariff and Business Rules as attached hereto with such changes, if any, as were approved by the Board, to become effective upon Board approval, unless otherwise specified in the Tariff and Business Rules; and

 

BE IT FURTHER RESOLVED that the Chief Executive Officer, or designee, is authorized to take all such actions as needed to implement this resolution.
