Financial Impact and Cost/Benefit Considerations: The Cooperative expects the amendments to the Line Extension Tariff to have a positive fiscal impact to the Cooperative.

Discussion
The Cooperative instituted its Line Extension Tariff in its current form in August 2009 with various minor other modifications since that time. The Cooperative now asks the Board to consider amendments to the Line Extension Tariff to primarily adjust the Contribution in Aid of Construction (CIAC) for commercial service to reflect a flat $2,000 allowable investment by the Cooperative instead of using a formula to calculate CIAC for commercial installations. Section 300.14 of the current Tariff and Business Rules "Formula for Calculating Contribution in Aid of Construction" will be deleted.

Some of the other amendments to the Line Extension Tariff include the following:

* Adjust the CIAC for commercial structures having infrequent consumption or the ability to detach the consumption facility to a flat $800 allowable investment by the Cooperative instead of using a formula to calculate CIAC by adding a new separate section to address these applicants.

* Addition of a new section regarding non-metered service for commercial uses to address current and future installations by third-party providers of data and other services.

* Clarifying edits to sections regarding underground service, routing, clearing of obstructions, removal and/or relocation of Cooperative facilities as well as other general clarifications and reorganization.
