Financial Impact and Cost/Benefit Considerations: Construction contracts for this project are in the bidding process and the final award is to be presented at the June 2019 Board of Directors meeting. Construction costs are estimated to be $3,000,000.  If the construction contract bids are less than $3,000,000, Engineering will not provide a final resolution to the Board pursuant to Authorities and Responsibilities Policy and PEC’s purchasing policies.

 

Discussion

Recommendation to approve the contract for services to upgrade the Highway 32 to Wimberley transmission line from 4/0 ACSR 69kV to 795 ACSR 138kV, including the installation of 3.9 miles of line and 50 galvanized steel transmission poles. This project addresses various issues that have been identified with this line including line loading and auto-transformer loading at highway 32.  The transmission line upgrade improves the existing line by converting the 69 kV transmission voltage to 138 kV, adding optical ground wire fiber to improve communications and reliability, and allowing an additional transmission line to be installed on the same structures.

BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE COOPERATIVE, that the Cooperative approve the execution of the construction contract for the 2019 Capital Improvement Project budget for the Project T320 Highway 32 - Wimberley transmission line rebuild and upgrade; and

 

BE IT FURTHER RESOLVED, that the Chief Executive Officer, or designee, is authorized to take all such actions as needed to implement this resolution.
