Financial Impact and Cost/Benefit Considerations: The Cooperative expects the new Transmission Rate, amended Cooperative Solar Rate and the amended PEC Owned EV Charger Rate to have positive fiscal impacts to the Cooperative.

Discussion
The Transmission Rate is a new rate requested by a Member who will be receiving power at Transmission voltage level (60 KV or above). We ask the Board's consideration to allow TCOS and Power Supply costs to be a pass-through and for PEC to charge a Service Availability Charge of $1,000 per month to facilitate service and billing.

The Cooperative asks the Board to update the Cooperative Solar Rate as the majority of the construction of the solar sites have been completed and thus development and operational costs for the sites and administrative costs of the program are now better known. The Cooperative asks the Board to remove the early agreement termination fee for all Members in the program. No rate changes for Members enrolled in the Cooperative Solar Program prior to March 1, 2019 are proposed at this time; however, for Members enrolled on or after March 1, 2019 and all Members subscribed effective February 1, 2020, the Cooperative asks the Board's consideration to increase the base power cost from $0.05608 to $0.06108 per kWh, apply the TCOS rate to total Delivered Energy and not only the non-solar energy, and add a new Solar Transmission Cost Adjustment credit at 80% of the TCOS charge for the solar energy delivered.

PEC Owned Electric Vehicle Public Charge Rate currently charges users based on the time that the vehicle is plugged-in, instead of on the energy received, and does not take into account the varying cost of power throughout the day and year. ...
