Financial Impact and Cost/Benefit Considerations: Expenditure of Cooperative funds as included in the Cooperative’s 2019 Operating budget; no staff time is anticipated other than ordinary processing requirements. Contract term will be concurrent with the OSII Monarch SCADA System. The cost of the upgrade including additional maintenance and support for the first year is $594,300 with an increase in maintenance and support of $14,865/year thereafter.
Discussion
The Cooperative currently uses OSII’s Monarch SCADA System for the monitoring and operation of its Electric System. The SCADA System was purchased in 2010 and last upgraded in 2016. System upgrades are provided periodically to improve process efficiencies, add new features, and provide other improvements as appropriate. The upgrade of the system at this time will maintain the SCADA System in state of the art configuration. In particular, this upgrade includes a shift to a virtualized environment which will simplify future upgrades and ongoing hardware maintenance.

BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE COOPERATIVE, that the Board approves the upgrade amendment of the Monarch SCADA System contract; and
BE IT FURTHER RESOLVED, that the Chief Executive Officer, or designee, is hereby authorized to take all such actions as needed to implement this resolution.
