Financial Impact and Cost/Benefit Considerations: There is no additional financial impact to the Cooperative because the additional amounts requested for this contract change order are already included in the 2018 Information Technology ("IT") CIP budget.

Discussion
This contract change order is requested to authorize payment of up to an additional $900,000 to ACI's agreement for construction of the NWOC. This amount is already included in the 2018 IT CIP. The Board previously approved ACI's contract for an interim guaranteed maximum price in September, 2016. The Board then approved the budget and guaranteed maximum price agreement of $19,315,079 on November 11, 2016. The ACI agreement, however, did not include the costs associated with IT capital improvements for the NWOC. The costs associated with IT capital improvements for the NWOC were, however, included in the 2018 IT CIP budget. Payments for the IT expenditures were to be invoiced by another vendor. Staff now seeks to add the IT and other construction related costs for the NWOC to the ACI agreement - to be invoiced and paid through the general contractor, ACI. The Board may now consider approving this contract Change Order #1 for ACI's Guaranteed Maximum Price of $20,215,079. The Board would also approve transfer of the budgeted $900k 2018 IT CIP amount into the existing NWOC General Contractor contract.
