Financial Impact and Cost/Benefit Considerations: As discussed in Executive Session.
Discussion
Recommendation to approve a capital budget amendment to reallocate $10 million dollars from six different capital improvement projects to pole replacement under the pole testing and treatment program. The pole testing and treatment program to inspect all overhead poles (391,000+) on a 10 year cycle was initiated in 2010. Average rejection rate is 5%. Replacement of rejected poles has not kept pace with rate of rejections. Additional budget dollars will need to be allocated to continue to replace rejected poles with current number of construction crews. Adding 10 construction crews in 2018 would bring the number of rejected poles equal to the number of replaced poles in the 10 year pole testing, treatment and replacement cycle.
