Financial Impact and Cost/Benefit Considerations: Pole treatment and restoration is a specialty service that is more efficient, cost effective and consistent to address by contract services rather than employees. Osmose Utilities Service, Inc. has been performing this service at PEC and other pole owning utilities throughout the country for many years. During their years at PEC they have consistently provided high quality service at a fair cost, and saved significant pole replacement costs through treating and restoring existing poles.
Discussion
A competitive solicitation was conducted for the Pole Inspection, Treatment, and Restoration request for proposal (RFP) on March 9, 2017 and was posted to the PEC website for two weeks. Two (2) vendor proposals were received. The evaluation team assessed the bid tab results and determined that the agreement be awarded to Osmose Utilities Service, Inc.

BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE COOPERATIVE, that the Pole Inspection, Treatment, and Restoration projects be performed through a Master Services Agreement with Osmose Utilities Service, Inc.; and
BE IT RESOLVED that the contract for services performed by Osmose Utilities Service, Inc. will not exceed $20,000,000 or a five-year term; and
BE IT FURTHER RESOLVED, that the Chief Executive Officer, or designee, is authorized to take all such actions as needed to implement this resolution.
